If you are traveling with extra baggage, you would require to pay an additional bag fee. But you would not be charged with overweight or oversize charges. Well, yes, you can prepay baggage fees with Air Canada. As the airlines permit flyers to pay in advance for the baggage online or via the mobile app. But you would need to clear the luggage payment 24 hours prior to the flight departure.

Note – Passengers are allowed to prepay for baggage up to 45 minutes before departure for flights within Canada.
